What makes a good neighbor?

I have good and not so good neighbors. Let’s start with the good…
Since a majority of the people in my neighborhood are Asian (Korean, Chinese, Indian) or Persian, we can get pretty competitive. Last year, the HOA was having a contest of how many house, consecutively, are decorated. My neighbors saw my non-existent holiday decorations that they came over and asked if they could decorate it for us…even plugging the lights to their house instead of mine. Of course, I said, “Sure, go for it” and they did. Unfortunately, we didn’t win but at least we tried.
If we get packages delivered to the wrong address, we will walk it over to the correct address.
My neighbors in Minnesota were very warm and considerate. I also had half an acre so there was privacy too. I much prefer this…but hey, I’m in California now so it is what it is.
On the other hand, I have this senior Asian grandma blasting EDM in the morning. I don’t know if she’s on ecstasy or not but she’s over there dancing and screaming in her house. I know this because she has her windows and blinds wide open for everyone to see.
My Persian neighbors had a party on a weekday and it went on till 3 am and people (and myself) were calling the cops because they were so fucking loud. Another neighbor has a screaming child who doesn’t know how or when to stop. And of course the Koreans who live behind me who love to scream in Korean and slam doors so loudly that people have interjected and called the police on their domestic violence episodes.
